In 2011, the Kern County Board of Supervisors drew up a redistricting plan that was struck down in a recent decision. According to U.S. District Judge Dale Drozd, it was not “equally open to participation by Latino voters,” as mandated by the Voting Rights Act.

We are concerned that the board will fail to act quickly on this judgment, in an effort to delay implementation until 2020. We need the community to come out strong at tomorrow’s board meeting to voice support for immediate implementation.

The following topics will be covered:

1) Demographics of School District under 2010 Census and most recent estimates from American Community Survey

2) Update on legal criteria applicable to adjusting trustee area boundaries

3) Procedures for adjusting trustee area boundaries. Public hearing on criteria.

Through this process, the KHSD Board of Trustees will adopt resolutions specifying criteria to guide adjusting trustee area boundaries and provide instruction to demographic consultant on formulation of trustee area boundary adjustments based on criteria.

This is the first of five meetings in the redistricting process. The KHSD Board will vote on the new districts at the final meeting on May 14, 2018.

In an effort to register all eligible voters and increase voter turnout in the November elections we plan to train volunteers to talk to thousands of low propensity voters through door to door canvassing in CD 21 and Bakersfield City School District 3.

We want to educate voters about the BCSD 3 special election on April 10th and inform the community of a BCSD 3 Special Election Candidate Forum on March 15, 2018.

In addition, The Schools and Communities First coalition, led by Advancement Project California, California Calls, Common Sense Kids Action, Evolve California, League of Women Voters of California, and PICO California, will begin their signature gathering campaign in Bakersfield. With launches across the state, the coalition plans to recruit and train volunteers to collect the 584,407 signatures needed to place the California Schools and Local Communities Funding Act on the November ballot. The Act would close Proposition 13’s corporate property tax loophole, which deprives Californians of over $11 billion in revenue every year.

Join KEJC and Dignity in Schools Campaign California October 21st to 29th to call on schools and districts across the nation to end the pushout of students of color. This week’s theme is: “Education is a human right! We will not give up the fight!”

Although suspensions and expulsions have gradually gone down for all groups since 2009-10, there is more work to do. Racial inequities persist. At KHSD in 2016-17 the suspension rate among African-Americans was 22.4% as compared with 8.5% for Whites. African-American youth represented 23% of all expulsions even though they only made up 5.9% of enrollment. When students are suspended and expelled it increases the likelihood that they will drop out, enter the juvenile justice system, and become imprisoned as adults.

Education is a human right. When we push youth out of school, this takes away their rights and it is detrimental to our community’s well-being. Preparing our youth for college and careers benefits us all. They become adults that are productive members of society with  jobs, which is increases our tax base, decreases crime rates, and leads to greater overall economic growth.

When the community comes together and demands change it works. When parents and community organizations came together to demand that KHSD stop pushing out  Black and Latino students, eventually pursuing justice through the legal system, KHSD was forced to reform their discipline practices. The result is a historic civil rights victory for African American to and Latino youth achieved through the lawsuit settlement. In another victory for school climate, a bill was passed in Sacramento which prohibits a school from permitting  teachers and parents to carry concealed weapons on campus. Sacramento responded to the community’s actions in opposition to KHSD’s attempt to allow staff to carry concealed weapons at schools.  

To bring about further change at KHSD and to dismantle the school-to-prison pipeline once and for all, now more than ever the community needs to stay engaged. Here are some of the following ways you can get involved to make a difference:

  •         Attend KHSD’s semi-annual community forums on school climate as required by the settlement, and provide your feedback during the input session.
  •         Attend your school district’s LCAP public hearings, and let officials know you want to see state funds earmarked for low-income students used to close the achievement gap.
  •         Attend monthly district board meetings, and during public to comment demand that your trustee, who represents you as an elected official, dismantle the school-to-prison pipeline.
  •         Vote every two years to hold your district trustee accountable for their actions.

Call on KHSD Trustees to Rescind Policies Allowing Concealed Weapons in Schools

As community members who care deeply about the safety of our youth, we are calling on KHSD Board of Trustees to rescind policies allowing select CCW permit-holding teachers and non-staff to carry firearms on high school campuses.

KHSD Trustees first voted to allow non-staff CCW permit holders, including parents, to carry guns on campus on June 27th. Then on November 17, 2016 they called together a special meeting under outrageous circumstances, where they approved a proposal allowing teachers and other school personnel to carry arms on campus. The public was given a mere 24-hour notice and the meeting was held at an hour which made it difficult for parents, teachers, and other community members to attend.

Over the past few months, the public—including teachers, school administrators, parents, elected officials and retired law enforcement officers—have come out strongly in overwhelming opposition to these dangerous policies which threaten to harm children and add more lawsuits to the many the district is already facing.

Permitting more guns on high school campuses is dangerous. Having ready access to guns actually increases the risk of homicide. This puts over 37,000 students at risk. Gun violence disproportionately effects students of color. The KHSD is a racially diverse school district with some campuses having ethnic minority populations of 89% or more. Additionally, this policy will increase liability costs. Increased liability will likely take general funds away from classroom instruction.

Join efforts to overturn dangerous gun policies approved by Kern High School District Board of Trustees.

Volunteer to go out in the community and collect signatures for a petition Calling on KHSD to Rescind Policies Allowing Concealed Weapons in Schools!

Permitting more guns on high school campuses increases dangers for both high school students and staff members alike. Having ready access to guns actually increases the risk of homicide. This puts over 37,000 students at risk. Gun violence disproportionately effects students of color. The KHSD is a racially diverse school district with some campuses having ethnic minority populations of 89% or more. This policy will increase liability costs. Increased liability will likely take general funds away from classroom instruction.

Our community is coming together and calling on Congressman Kevin McCarthy to represent the people of his district. He must stand against those who are working to repeal the Affordable Care Act. Nearly half of the population in Kern and Tulare Counties relies on some form of subsidized insurance. Tens of thousands more benefit from the Affordable Care Act because of provisions like extending dependent coverage to age 26 and removing “pre-existing condition” clauses from insurance. Covered California and tax subsidies to small businesses have given people more freedom to move from job to job and small businesses can better compete for the best talent.

We can’t go back to a time when so many more Americans had to rely on emergency rooms for primary care or forgo treatment altogether. Nowhere is the need so great as in California’s Central Valley. Our congressman needs to carry the message from his district to Washington D.C.: This law is saving lives in California and we are ready to fight for our health.
